Managing energy costs can sometimes feel like a heavy burden. Con Edison’s Energy Affordability Program (EAP) provides monthly discounts on energy bills to those who qualify.
Eligibility is straightforward and based on participation in specific governmental assistance programs. Eligible non-citizen groups including refugees and individuals who are granted asylum, are eligible for this program as long as they are also receiving the required assistance programs.
Automatic enrollment
If you receive benefits from programs including the Home Energy Assistance Program (HEAP), Supplemental Nutrition Assistance Program (SNAP), Supplemental Security Income (SSI), or Safety Net Assistance (SNA), Con Edison will automatically enroll you in the EAP upon notification from the respective agency.
Once you’re automatically enrolled, Con Edison will notify you with a letter containing details about when your monthly energy bill discount will begin. If you’re unsure whether you received the letter, you can verify your enrollment in the Energy Affordability Program by logging into My Account or reviewing your bill.
Manual enrollment
However, if you are a beneficiary of programs like Medicaid, Federal Public Housing Assistance, Veterans Disability or Survivors Pension, or the Lifeline Telephone Service Program (Lifeline), you are not automatically enrolled and must apply manually.
Applying for the Energy Affordability Program
If you need to apply manually, here’s a step-by-step guide with all available options.
To apply online, visit the Con Edison website for a quick and easy enrollment process.
To apply by mail, download the application form from the Con Edison website. Forms are available in multiple languages. Complete the signed application and gather all necessary supporting documents, such as your award letter or any other proof confirming enrollment in at least one qualifying program.
Mail your completed application to Con Edison, PA Central 4 Irving Place, 9th Floor, Box 34 New York, NY 10003.
To apply by email, download the application form from the Con Edison website. Complete the form and sign it. In your email, include attachments that show your participation in at least one qualifying program, such as an award letter.
Send an email to EAP@conEd.com with the subject line: Energy Affordability Program Application. Make sure to attach your application and supporting documents.
To apply by fax, complete your application form and prepare all required supporting documents. Fax the materials to: 1-212-844-0110.
To apply in person, visit a Con Edison walk-in center to apply directly. Centers are open Monday through Friday, 8:30 a.m. to 5 p.m. Locations by county include:
