Immigration enforcement agents have overwhelmingly targeted Latino New Yorkers in street arrests, according to a new investigation by THE CITY based on an analysis of over a thousand federal court records.
THE CITY’s reporting found that more than 93% of people grabbed off streets by immigration enforcement were from Latin American countries, even though Latinos make up only 66% of immigrants without legal status in the region.
THE CITY examined 81 ICE street arrests in New York City, with Corona, Queens, having the highest number of any neighborhood.
In its investigation, THE CITY reviewed every habeas corpus petition — an emergency lawsuit filed by immigrants challenging their detentions’ legality — between Oct. 15, 2025, and March 15, 2026.
